It is better to control oil produced fire by sand, because by using water there is always a possibility that oil will float on water and keep on burning.

no. as oil is lighter than water it will start floating on water. best way is to spread sand or cover the mouth of container with some thick cloth .

No. It can't be. Because if we pour water on it the oil will float on the surface and the fire will continue. But if we have to use fire then sprinkle it on the burning area. In this way the material will cool down slowly and eventually the fire may go out.
